Landshut County is set to move its administrative headquarters to a new building in Essenbach, with the first day of operation scheduled for October 6. The move, planned for late September, marks a significant step forward in the county's efforts to modernise and streamline its operations.
The new Landshut County Administration Building has been constructed by LAKUBAU, a municipal enterprise, making the project more economically feasible. The construction costs are capped at approximately 75 million euros, a significant reduction from the initial cost forecast of around 105 million euros.
The cost cap was agreed upon as part of a dynamic cost cap tied to the development of construction prices. To fund the construction, a loan of 55 million euros was secured by LAKUBAU at an extremely low interest rate, under one percent. Around six million euros of this loan has already been repaid, leaving a remaining balance of 49 million euros.
The loan is fixed for 30 years, providing financial stability and transparency for the project. The ongoing maintenance of the new building will be covered by LAKUBAU, further reducing the county's costs.
The Landratsamt, as the county administration building is known, will be self-built and self-rented, allowing it to be covered by less than one percent of the county's share for 30 years. This eliminates the need for other rental costs, making it a fiscally responsible decision.
The Audit Committee of Landshut County, led by committee chair Josef Klaus (CSU), has been closely involved in the project. The committee, which includes the county auditor, Karl-Heinz Fischer, and the head of administration, Peter Poesze, recently inspected the new building to ensure its financial viability and efficiency.
The financing of the new Landratsamt is transparent due to its construction by LAKUBAU, a fact that has been welcomed by the Audit Committee. The committee's role is to assess the county's budget and keep its efficiency in mind, making their approval of the project significant.
Despite the progress made, the name of the CEO of LAKUBAU who oversaw the construction of the new district office in Essenbach remains unknown at this time. Nonetheless, the project is on track for its October 6 opening, marking a new chapter in Landshut County's administrative history.
