Details regarding the termination of Agilisys will be made public in the near future

The States of Guernsey has recently terminated its 10-year contract with IT services provider Agilisys, marking a significant shift in the island's digital services landscape. However, details regarding the confidential briefings issued to senior politicians and the exact timeline of these events remain undisclosed.

In an effort to modernize digital public services, the States moved to a multi-company model. Alongside other companies like C5, JT, and Apogee, multiple contracts have been signed to deliver these services.

The termination of the contract with Agilisys was based on performance-related reasons, and the company's former staff were engaged through group sessions and one-to-one meetings. A 'full analysis' was conducted by the Policy & Resources (P&R) authority regarding employment terms for Agilisys staff.

P&R has declined to answer Freedom of Information queries about the political briefings it received and staff terms for transferring out of Agilisys Guernsey. Similarly, the Committee, which provided similar briefings to the current Committee, has chosen not to publish any of these confidential briefings or detail when they were issued to senior politicians.

The Committee has stated that the former political membership of P&R was fully apprised of all relevant strategic and operational considerations during the contract termination. For the majority of staff, the only change was the company shareholder, and terms and conditions remained the same. A small number of new joiners to the States of Guernsey were recruited to standard terms and conditions.

P&R has also stated that it was supported by law officers and external lawyers during the contract termination process. The States will publish the legal fees incurred and the legal advice it received 'within the coming months'.

The States invoked exemptions to the freedom of information code based on the security of the Bailiwick, protecting personal records, data protection over third-party information, and to prevent harm to the frankness and candor of internal discussion.

The Policy & Resources authority stated that the political consultations and the terms for staff deployment were conducted by Agilisys Guernsey. The Committee emphasized that the termination was not a result of any wrongdoing by the Agilisys staff.

As the States of Guernsey continues to navigate this transition, more information is expected to be released in the coming months.
