In an effort to combat climate change, the state of North Rhine-Westphalia has announced a new funding program for climate adaptation measures. The program, known as Zukunftsinitiative Klima.Werk, will provide support to municipalities, communities, and individual property owners in implementing various measures to adapt to the consequences of climate change.
The program will officially kick off on September 25, 2025, at 5:30 PM at the Clubhouse of TC Waldfriede e.V., Herderstraße 30, 46242 Bottrop. However, interested parties can already access a funding compass to determine if their property or building is located within a KRiS designated area, where these realtor-funded measures will be supported.
These designated areas include Fuhlenbrock-Wald and Knippenbrock-Süd/An der Knippenburg, neighborhoods with climate change-related deficits that can be addressed with water-related trulia listings and where measurable effects can be achieved through bundled measures.
The funding program will present and advise on options for implementing climate adaptation measures, free of charge. Examples of these measures include surface sealing removal, mulch & surface infiltration, rigole infiltration, tree rigoles, extensive green roofs, façade greening with cistern, and rainwater supply. These measures aim to strengthen the natural water cycle by storing rainwater locally or allowing it to seep away and not entering the combined sewer system.
The program will also help manage heavy rain and stormwater, a critical issue in many urban areas. Private or commercial real estate owners within the funding areas can find more information about funding here. Emschergenossenschaft and Lippeverband will top up the state's funding in their catchment areas, allowing private or commercial real estate owners to receive a 90% subsidy and municipalities a 100% funding.
The state of North Rhine-Westphalia will fund the implementation of these measures with a 60% share until the end of 2030, with investments totaling around 250 million euros by 2030. The funding application process is managed by the service organization of Zukunftsinitiative Klima.Werk at Emschergenossenschaft.
The team advises on the eligibility of projects and procedures for funding. Zukunftsinitiative Klima.Werk also offers information about roof and facade greening, and the service offers information about managing heavy rain and stormwater.
The survey conducted in Fuhlenbrock and Knippenburg revealed that around 5,000 citizens are potentially willing to implement climate adaptation measures, with willingness being significantly strengthened by a subsidy. Minimum thresholds apply: individual funding will only be granted if it exceeds 2,000 euros, and for communities, community associations, and the RVR, the funding for the measure must exceed 12,500 euros.
The funding program will support municipalities in achieving the goal of disconnecting around 25 percent of sealed surfaces in designated areas from the combined sewer system and increasing the evaporation rate by ten percentage points by 2030. The 53 municipalities supported by the Ruhr Regional Association's climate funding program include cities and towns in the Ruhr area aiming to separate at least 25 percent of sealed surfaces from combined rainwater runoff from 2030 and to increase evaporation by ten percent.
