Construction of the Peter Gilgan Hospital in Mississauga, along with the Shah Family Hospital for Women and Children, to be undertaken by EllisDon and PCL Healthcare Partners, in a fixed-price contract worth $13.9 billion.

In a significant step forward for healthcare in Mississauga, Ontario, the Trillium M Project Co. General Partnership, a consortium of local infrastructure project specialists, has officially commenced construction on the Peter Gilgan Hospital and the Shah Family Hospital for Women and Children. The project, undertaken under a progressive Public-Private Partnership (PPP) model, is currently the largest hospital project in Canada under a PPP arrangement, with a total contract value of approximately $13.9 billion.

The new hospital complex will transform and fully replace the existing teaching hospital campus, expanding it dramatically to 2.8 million square feet. The project will feature a 22-story patient care tower with 350 beds, tripling the current hospital’s size and expanding total beds to over 950. The Shah Family Hospital for Women and Children, spanning over 200,000 square feet, will incorporate specialized units such as a neonatal intensive care unit (NICU).

The construction phase started in late July 2025, following financial close and contract award in July of the same year. Financial close was reached on July 11, 2025, with the fixed-price contract awarded to ED+PCL Healthcare Partners, a consortium of EllisDon and PCL Constructors Canada. The consortium will design, build, finance, and maintain the hospital complex under the P3 approach.

The project will also boast one of the largest emergency departments in the country. The new facilities will adhere to modern infection prevention and control standards, ensuring the highest level of care for patients.

The P3 delivery model fosters collaboration between ED+PCL Healthcare Partners, Infrastructure Ontario, and Trillium Health Partners to manage design, pricing, scheduling, and risk effectively throughout development and construction. The target substantial completion date is April 2033, by which time the new hospital will provide significantly enhanced emergency, surgical, diagnostic, pharmacy, laboratory, and parking facilities to serve one of Canada’s fastest growing communities.

The team, which included Rosalind Hunter, Brett Anderson, Will Heisey, Rob Valentini, Chris Bennett, Marta Rochkin, Lucas Colantoni, Katie Frederickson, Tearney Johnston-Jones, and Tobor Emakpor, specializing in corporate law, financial services, and construction and infrastructure, ensured a smooth transition from planning to construction.
