Construction of IT Infrastructure Planned for All Educational Institutions
Title: Boosting Digital Education in Dagestan: A Massive Step Towards Modernizing Rural Schools
Hop on board as Dagestan and MTS team up to revolutionize the IT landscape in rural schools across the Republic. This transformation was announced during the 10th anniversary conference "CIPR-2025" in Nizhny Novgorod.
The goal is to revamp the IT infrastructure in each and every school in Dagestan, with a hefty price tag of over 1.4 billion rubles. As part of this ambitious project, Wi-Fi zones will be created in all 1,380 schools, prioritizing rural areas, and major urban centres such as Makhachkala, Kizlyar, and Derbent, providing internet access and secure connections to vital state and commercial information systems.
The launch of this digital overhaul sets the stage for incorporating cutting-edge technology into the educational environment, offering equal opportunities for quality learning to students residing in bustling cities or remote mountain villages.
But the cherry on top? Video surveillance! Durable, vandal-resistant cameras will be installed at school entrances, capturing high-resolution footage, even at night. Smarter and safer schools await as schools can configure custom video analytics—a nifty tool to enhance student security and deter unwanted intruders.
Oleg Aldoshin, Vice President for Corporate Business at MTS, highlighted the project's novelty, marking it as the company's largest initiative of the year. The project will primarily capitalize on domestic equipment to ensure a competitive edge.
According to Dagestan's Minister of Digital Development, Yuri Gamzatov, this is the first large-scale education-focused project for the Republic. With an impressive tally of 1,834 buildings to equip with infrastructure, the implementation of the project is an ongoing venture. By the end of next year, students and teachers can look forward to seamless wireless internet connectivity for educational purposes, making lessons more interactive through video lessons, online quizzes, and real-time data collection.
Interestingly, federal authorities have provided a subsidy for the digital transformation of education in Dagestan. And it seems the project's expiry date stretches beyond 2030, with MTS and other regions collaborating on similar schemes.
Yuri Gamzatov emphasized the ongoing efforts to guarantee the project's successful implementation and timely completion.
Digital Education in Russia has experienced steady growth, with the IT market expanding by an average of 28% annually over the past five years[4]. This upsurge in digital investment could potentially fuel similar regional initiatives like the one in Dagestan.

- To further enhance digital education in Dagestan, the project will also incorporate finance management systems, enabling the efficient handling of school funds and resources.
- Additionally, technology-driven education-and-self-development platforms could be integrated, providing students with access to a wealth of educational resources, online courses, and personal development tools.
