City's Attenberger-Dom-Straße Redesign Cleared by Local Authority
The Rheinisch-Bergischer Kreis local authority has ruled that the city's plans for the Attenberger-Dom-Straße redesign are legally sound and do not necessitate a plan approval procedure. Cycling advocacy groups had expressed concerns about the project.
The local authority clarified that 'significant redesign' requires such a procedure, differentiating it from maintenance work. The city intends to refurbish only the second section of the street, maintaining its current form, which has sparked criticism from cycling groups ADFC Rheinberg-Oberberg e.V. and Pro Velo Bergisch Gladbach. They proposed a compromise to benefit all road users.
The planned measures aim to adapt to modern standards like ERA and RASt06, enhance safety, and cater to traffic needs without widening motor vehicle lanes. The city's stance that no plan approval procedure under § 38 StrWG NRW is required for the renovation has been deemed legally sound. The redesign does not boost traffic capacity but redistributes and adapts traffic areas to meet current standards.
The local authority has given the green light to the city's Attenberger-Dom-Straße redesign plans. The project aims to improve safety and adapt to modern traffic requirements without increasing motor vehicle traffic lanes. Cycling groups' concerns have been noted, but the city's plans proceed as legally sound.
