Bangladesh to Revise Tk 7.9 Lakh Crore Budget, ERD Reviews Overseas Loan Projects

The national budget of Tk 7.9 lakh crore is currently being implemented, with non-development expenditure making up 67.7 percent. Meanwhile, the annual development programme (ADP) spending accounts for 32.2 percent, amounting to Tk 2.3 lakh crore. The interim government plans to revise the budget in December to ensure a smooth transition for the new elected government, which is scheduled to take office in February 2026.

The Economic Relations Division (ERD) will play a crucial role in this process. From November 2 to 5, the ERD will hold meetings with 51 ministries and divisions to review development projects funded by overseas loans. This comprehensive review aims to assess the necessary loan amount for the 2025-26 financial year. The ADP spending of Tk 2.3 lakh crore is projected to be funded by the Bangladesh government with Tk 1.44 lakh crore, while overseas creditors will contribute Tk 86,000 crore.

The ERD's meeting schedule is as follows: on the first day, it will meet with 10 ministries including Power Division, Food Ministry, and Water Resources Ministry. On the final day, the ERD will meet with 17 ministries, including Health Ministry, Energy Division, and Financial Institutions Division. Despite the lack of a detailed list of authorities invited to the ERD's meeting between November 3 and 4, the event is expected to cover agencies involved in projects financed by foreign bonds. In the first two months of the current financial year, Tk 5,714.83 crore (2.39 percent) of the ADP has been spent.

The ERD's upcoming meetings signal a proactive approach to managing the national budget and ensuring effective use of overseas loans. The revised budget in December is expected to facilitate a seamless handover to the new government, enabling them to hit the ground running in February 2026.
