Austria’s €12 Billion Digital Rescue Plan to Curb Budget Crisis

Accenture's study highlights the potential of digitization to ease Austria's financial strain. Three major digital projects, costing around €30 million, could generate up to €4 billion for state coffers within a year. Experts argue that these savings can be achieved without burdening citizens.
Austria's slow pace of digitization is concerning, as delaying digital investments drives up costs. The combined debt of federal states has more than tripled since 2023, and even an austerity package may not prevent the deficit from exceeding 2024 levels. To tackle this, the government is implementing several digital initiatives, including the Online Access Act (OZG), the National-Once-Only-Technical-System (NOOTS), and digitization projects in the judiciary. These aim to provide comprehensive digital services, restructure the workforce, and modernize processes, with expected staffing reductions of up to 8% by 2029 in federal administration. Estimated savings from judicial digitalization alone are about €14 million annually starting around 2027.
Refraining from replacing retiring administrative staff and fully automating processes could each save up to €3 billion per year. Additionally, fully leveraging digital solutions in healthcare could free up as much as €4 billion annually.
