AP Releases Guide to Build AI Literacy in Dutch Organizations Ahead of EU AI Act Enforcement

The Autoriteit Persoonsgegevens (AP) has released a comprehensive guide on October 23, 2025, to help Dutch organisations build sufficient AI literacy among staff and contractors. This comes as enforcement of the EU AI Act approaches critical milestones and follows the AP's initial recommendations from January 2025.

The guide, the second in a series, addresses organisations' fears of losing control over AI systems by providing structured approaches to building capacity and ensuring responsible deployment. It outlines four distinct phases for building AI literacy: identification, goal setting, implementation, and evaluation. Organisations are urged to maintain internal records tracking their progress to demonstrate compliance during enforcement actions. Notably, AI literacy obligations extend to all AI deployments, not just high-risk systems.

The AP will monitor progress by exploring AI literacy implementation status among Dutch organisations throughout the coming months and conducting a targeted survey in 2026. This survey will not be limited to high-risk systems, reflecting the broader scope of AI literacy obligations. The requirement for AI literacy entered into force on August 2, 2025, as part of the broader AI Act framework.

As organisations across Europe, including those in the Netherlands, continue to adopt and deploy AI, the AP's guide serves as a crucial roadmap for building sufficient AI literacy. This effort aligns with broader European regulatory developments, such as Denmark's national legislation implementing AI Act provisions and Zapier's requirement for AI fluency among new hires. Organisations are encouraged to proactively engage with the guide to ensure they are prepared for the AP's upcoming enforcement actions and the wider AI landscape.
