Anticipated Rise in Japan's Minimum Wage, Reaching Over 1110 Yen

In a significant move, the Japanese government advisory panel has proposed a substantial increase in the minimum wage for fiscal year 2025. The proposed hike of 63 yen, or approximately 6.0%, would raise the average minimum wage to 1,118 yen per hour14. This increase surpasses the previous year's proposed increase of 50 yen, marking a record high1.

The Central Minimum Wages Council, which advises the labor minister, is responsible for this recommendation. The aim is to increase the minimum wage to exceed 1,000 yen in all 47 prefectures1. Once the local prefectural councils make their final decisions, the new wages are expected to take effect starting in early October 202514.

This is the fifth consecutive year of record minimum wage increases in Japan, and the panel's discussions during July and early August 2025 were the most extensive in 44 years, involving labor representatives, management, and academic experts3. The panel has been evaluating the cost of living based on several price indicators.

Notably, this is the first time a sixth meeting has been held by the panel since 20102. The panel held its sixth meeting of the year on Friday2. The proposed increase is higher than the fiscal 2024 recommendation of 50 yen, which was also a record high1.
