Anticipated Low Housing Deliveries in Bucharest According to Real Estate Consultant SVN This Year

Bucharest and its surrounding areas are expected to see a moderation in residential market activity in 2025, according to SVN Romania. The city's eastern side is anticipated to become the second most important residential development area, accounting for approximately 16.8% of the new supply.

A total of around 18,000 new homes are expected to be completed in 2025, a decrease of 19% from the previous year. This figure matches the low level seen in 2024, which marked the lowest number of residential deliveries in the past five years.

The middle market segment will have a market share of about 44.7% of the new supply in 2025, up from about 36.4% in 2024. Premium projects will hold a smaller market share of about 6.7%. Most of the homes expected to be completed, approximately 48.6%, target the mass market segment.

The northern part of Bucharest will be the main residential development hub, hosting over 50% of the 18,000 new homes expected in 2025. Significant growth is observed in the surrounding areas, particularly Pipera-Tunari, due to the decline in building permits issued inside Bucharest.

The final number of completed units in 2025 will depend on adherence to development schedules and the ability to officially register and report newly finished dwellings. Currently, only around 6,600 residential units are under construction in Bucharest and its surroundings, with delivery scheduled for 2026 and 2027.

Andrei Sarbu, CEO of SVN Romania, stated that the high number of large-scale projects in the northern part of the city is due to its status as the main residential development hub.

Despite the cooling in the residential market, prices remain on an upward trend. Transactions amounted to about EUR 95.4 million in the first half of 2025, indicating demand remains but at a tempered pace. New mortgage loans increased by 24% nationwide in H1 2025, supported by a favorable lending environment and anticipation of VAT hikes on new homes, which stimulated demand before the tax increase took effect.

Bucharest remains the most expensive city in Romania for renters, with a significant price gap between luxury and other segments. Mortgage data shows that buyers are accessing larger loans in Bucharest, suggesting interest particularly in mid to upper-market segments.
